Fallout 2 has no consistency because it was developed by a bunch of redditors who didn't communicate with each other at all and basically did their own thing in each of their own locations. Also just because the President explains his goals doesn't mean it's a good explanation or that they're good goals. It just boils down to

The President in Fallout 3 also had the exact same goals and gave you the same explanation. It's completely lazy and boring and sucks ass in both games.
