I tried contacting these people to ask why their explanation of PEMDAS is different from everyone else and they didn't reply.
But their opinion doesn't really matter because it had already been decided in the 19th century that multiplication and division had equal precedence.
In the end, these are just agreed upon standards of how to assume precedence. So long as both parties agree on the precedence it can be whatever you want.
If you want to be explicit, use parentheses.
