when did he say that? To my knowledge he's only said that we see a different perspective on Reimu in each manga, not that she has a different personality. He also said that the final route of ULiL was where Reimu showed the true side of herself, so that's the real, serious Reimu.
While there's multiple different aspects to Reimu's personality in the various manga, there is a core that seems to shine through it.
