Combi-bolter and fist is the best all-comers. Maybe throw some power weapons in to save points or strike at higher initiative.
Is there much of a reason to use regular tartaros over siege tartaros, besides multiple power fists? Plasma blaster and power weapon doesn't seem so bad.

Now that artificer tanking is gone massed power spears can rip up a power armored squad before it can really fight back while also killing the sergeant and special weapons with precision.
Sure against terminators they're not great but nothing is now.
