Rogue Trader could fix this entire issue by doing just a couple of things:
>Change Grand Strategist so the character only acts first relative to your other party members, not every unit in combat. Make ambush combats conditionally more frequent to create more of a risk reward for just running in and lower the initiative for those combats for your party so its actually an ambush.
>At least limit extra turns to once per round rather than letting you chain them together with Heroic moments. Better yet, convert extra turns abilities into just additional AP/MP at the start of the allies turn.
>change momentum to be on a per unit basis instead of global so the bar isnt instantly maxed out multiple times in one turn.
>make encounters in act 3/4/5 significantly more difficult
>reduce party size
>make perils of the warp far more dangerous
>cap the number of extra actions per turn.
