I spent like 3-4 ingame weeks playing the first chapter of noseless, in order to get all of the specific chapter 1 scenes, and that felt like it went against the intented economy in the game at that point.
I was playing normally until I checked the gallery, and realised that scenes were locked behind the school morality value, and you can only burn about 10pts of that a day, and I was raising that before then.

I think it is a real thing seperate from the student council, but they're just like hall monitors/prefects in the west. Sometimes the student council do that job, but they're usually seperated because they both exist to function as extra credit when you apply to university, and seperated means more people involved.
Disciplinary committee are often "under" the student council, but don't answer to them, they listen to teachers instead.
