The Imperium has no shortage of high-tech material.

The Imperium literally sends several chapters of Space Marines as well as Titan Legions to take care of small, minor, irrelevant xenos empires that are tiny insignificant blips on the map.

Sure, the Imperium would like more Space Marines and Titans, who wouldn't? But they're not short of them. They have more than enough to handle all of their needs. They are a well-stocked, well-supplied, well-managed empire with near infinite supplies.
