The judges don't HAVE to do anything even if they see cheating going on since its up to both players to keep the correct gamestate, for the judges it all depends on if they feel like doing something or not.

Cheating is normal in Yugioh if not outright encouraged.
If you don't catch the cheating yourself the judges or "judges" don't have to catch it either.

If you let the opponent cheat then its a skill issue.
