I actually do like when games are slow, it partly why I play RPGs in the first place. It's also better for telling the stories I like.
But I do still feel like there's still a difference between taking it all in and doing jack shit.
To related it to FF9, I do like the panning camera intro in battles. It gives me time to think about my moves beforehand and give the game a bit of a cinematic feel, but I don't like how the ATB gauge doesn't start at full at beginning of battles because I already know what I'm going to do, and literally nothing moves during it, meaning I'm staring at a screen for 5 seconds before actually playing the game.
It's sort of the same problem I have with FF4 which I'm playing right now.
