Because it started as a DLC of the first game that should be tackled by the end of the game, that's why it feels like the first few zones are already harder than anything in the previous game.
They forgot to tune the starter zones to the fact that it's not a DLC anymore, but since they've been developing this game 7 years they have replayed it so much they probably thought it was well balanced and easy for most people lol.
