This was actually shit design because locking away the big grind of an expansion behind unique, instanced content meant that every piece of content that wasn't Eureka was completely dead since everyone was too busy doing Eureka.
You logged on and all your friends were in Eureka uncontactable, hub zones other than the Kugane pier were completely desolate, basically anything that wasn't a story dungeon took years to pop.
I don't really come to XIV to play a FATE train simulator, 95% of the game's content is not aboit that, yet Eureka forced the expansion's endgame experience to revolve around that 5%
