Kaji is DEAD. Everybody tries to gloss over this. By the end of the show Kaji is DEAD. Kaji has had a bullet put in his head. And ghost Rei doesn't seem to show up for him so he's perma-dead, unlike, potentially, Ritsuko and Misato. Misato can't be happy with Kaji because Kaji is DECEASED.
