When her new design first showed up in Wordless it wasn't said to be an ovoverspe just an upgraded new body. It wasn't until part 2 of Unbreakable Sphere's story that she got the rapture double core, and it wasn't until a dev interview AFTER unbreakable sphere that Shift Up said it only counts as Overspec if the nikke has tech from outside the ark.
Which would technically mean Isabel, Noah, and Harran should be considered overspec nikkes too since Cecil made them, but don't go noticing that.
