I honestly think it's more of a pacing issue.
Rapi being a weird Nikke was advertised since basically day 1, but having to rush her power up (cause seriously, the part where she becomes RRH is the shittiest written part of the story, and I say that as someone who actually doesn't mind Rapi), while at the same time having to hold the plot for scheduling reasons messed up with the writing really badly.

So, I started playing like 10 days ago. Thanks to my very good reroll luck I got a strong team and at first, campaign was a breeze. 2 days ago I unlocked Interception EX and easily defeated Chatterbox and Modernia (today's train fucked me up though).
But then, I encountered major resistance for the first time, namely, the boss of 18-33, Stormbringer. I had to use free lv 200 units to finally beat him. And now, there is this gap between my team CP of 77k and the enemy's 95k+. Should I open my cases? I didn't use them at all until now.
I currently use Little Mermaid, Nayuta, Dorothy, Marian and Liberalio. Is there something I can do to make things easier? Please keep in mind that Dorothy's presence in my team is mandatory, she's my wife after all.

Anis subplot is certainly awkwardly shoved in and a costant source of mood whiplashes (seriously, it should have been an event or a sidestory or something).
But ultimately you can ignore it pretty easily, knowing that Anis got over herself and managed to convince Mustang to give her Pretty's dress is enough.
Rapi, however, had her transformation teased from basically the start, and after two years of build up a topical moment for her character is just wasted in a scene with no stakes, no tension, and the shittiest animation they ever made.
It would be like Goku trasforming in Super Sayan against the Ginyu Squad, then having a fight that is a Power Point slideshow.

At the start like this it's fine to open boxes so you can get levels and progress. The hoarding comes later.
Stage cp will outpace your growth so it's normal for you to fall behind and start to use the rentals until you eventually just have to wait.

Dolls will be a huge upgrade when you get them and there is a solo raid in few days where you mainly get them.

My problem is that her development doesn't feel like this huge shift for her character.
Anis did have her doomer moments, but overall she never felt particularly callous or cynical to me, at least not until the start of her arc.
Hell, even before all this she liked the Commander, her fellow Nikkes and so on, and when she got mad she usually had a good reason.
My point is, I struggle to think of situations in the story where "New Anis" would have made different choices than "Old Anis".

In Rapi's case "serious and by the book" is her usual M.O., which would led her to use her insane weapon in a restrained and "tactical " manner, but when shits hits the fan (IE, the SKK is in danger) she goes berserk and starts using her weapon in a far more reckless (but effective) manner.
