Pacifica's vision for TNO was approving several new Russian unifiers just before leaving. She was also going to rework Zlatoust into a dedicated ultravisionary tag that'd solely focus on their pursuits. We can also glean something out of the DemKomi expansion. Who knows if it'd ever release but at least Pacifica's plans had some new content to go along with the reworks and the reworks would've doubled down on what made the original Russia content fun. Instead we're getting bland miserable dictatorships that all have been in dev hell for most of my adult life.
