Orks are comic relief among themselves and outside of canon, otherwise, Orks are very much terrifying.

Let us never forget that Orks are the ONLY race to reach and threaten Terra itself, Chaos hasn't done that since the Horus Heresy. The greenskins are THE biggest threat to the galaxy, so much so that a quarter of the Milky way is under Ork territory.
