Yes. They're in the Tau Empire, on the other side of the galaxy from Rogue Trader.
In any other setting Tau would be an aggressively expansionist alien conglomerate empire that uses propaganda and political tactics to steal planets away from other factions for profit. In 40k they still do that, but almost every other faction is objectively evil so the Tau end up being pretty pleasant with few downsides, especially for Humans who join.

Abnett's old stuff is often wanky, but very entertaining (for example an IG commissar with a power sword straight up icing a fucking Chaos Space Marine in melee combat, very stupid, but very entertaining). McNeill's best is usually worse than Abnett's best, but his worst is still miles better than Abnett's or, god forbid, ADB. ADB started out strong with the Night Lords novels, then completely shit the bed with almost everything else he ever wrote, especially concerning the Horus Heresy, since he uses the Emperor as a stand-in to deal with his own unresolved daddy issues. He's also obnoxiously political and it started to seep into his writing.

Then there is a number of smaller names, Wraight was already mentioned for his excellent work with the White Scars, and I personally enjoyed John French's take on Ahriman in his novels.

Craftworlds were exploration and trade ships before the Fall which held entirely self-sufficient populations that left the Empire for long spans of time, not needing to return for resupply. This led to them being fairly independent with their own internal cultures, and because they were constantly travelling and trading, they didn't fall into the same apathetic situation that led to the Pleasure Cults popping up in the Eldar Empire.
Eventually some Craftworlds did return, and when they saw what was happening they raised the alarm and began to evacuate any civilians who were still sane or coherent enough to come with them.
The only Eldar with direct ties to causing the Fall of the Eldar and Birth of Slaanesh were the original founders of the Dark Eldar (all of whom have now been killed by Vect when he made his power play and took over Commoragh) and the Haemonculi, who even other Dark Eldar dislike.

Elves are a "love em or hate em" race to begin with but their writers think that "dying race" means all they do is lose all the time without doing anything cool. Couple that with their aesthetic being similar to the Tau where they're both sleek rather than more over the top extreme action like the Space Marines or the Orks or their edgy cousins in the Dark Eldar. Personally I don't mind the Eldar, I think their wraiths are sick.
