If Batman actually did that Joker would probably end up falling into a Lazerus Pit somehow and coming back completely healed. You have characters like Twoface who's enter gimmick is their face is fucked up meanwhile Joker cuts his entire face off and regrows it back like it's nothing.

Why doesn't Twoface use a Lazerus Pit? Because Joker plot armor is strong and Twoface's face needs to stay fucked up to keep status quo.
