In my head, Zonda would become the thing she hates as her dream crumbles. It turns out that adepts, despite all their anime-headedness, still carry many of the vices that non-adepts do. They won't just come together to sing Kumbaya because of their better natures. So she becomes increasingly heavy-handed to enforce her utopia. She's also deeply depressed with the G7 and most of Eden dead. None of this is a good recipe for an all powerful ruler.
Then Kirin stumbles upon her.
