Glock and their shitty guns basically killed 40. The idea behind 40 was a solid one (near 9mm capacity and velocity with near 45 ACP projectile weight and diameter), but Glock screwed the pooch. The main reason the FBI wanted to drop 40 aside from the cost of 9mm ammo being lower is because 40 is a high-pressure cartridge that wore out their Glocks quickly, whereas any gun chambered in 9mm will basically last forever. There was also a recurring problem where some factory new Glocks chambered in 40 wouldn't work with WML most likely due to tolerance stacking issues. They would buy big batches of Glocks, and find that a huge chunk of them would become jamomatics with their duty flashlights attached. Then of course there's the unofficial politically incorrect reason that female agents tend to be "recoil sensitive." There's nothing wrong with 40 itself, but once the FBI abandoned it, most law enforcement agencies followed the monkey see, monkey do principle and began retiring it as well. This gave the gun industry the green light to take an axe to a ton of their existing SKUs so they can try to force "modern" plastic microcompact 9mm strikerslop onto everyone (flimsy inferior higher profit margin products being sold as an "upgrade"). I'm not even going to get into the whole discussion about how 9mm being a smaller bullet is considered more politically correct for law enforcement use (watch almost any OIS bodycam video and you'll see the reality of how "modern duty-grade" 9mm performs).

As much as I love shitting on women, this is not exactly what happened. The original 10mm Norma load was a 200gr projectile at 1260 fps, and the FBI tended to shoot thousands of rounds over their training sessions. The revised "10mm Lite" FBI load was a 180gr projectile handloaded to 950 fps to mimic 45 ACP. The FBI had wanted to adopt 45 ACP after Miami-Dade, but it was not considered politically correct to do so after the Army had adopted the 9mm Beretta M9.
