Retailers don't have a lot of margin to play with these cards; they need rebates from AIBs or the chip manufacturer to sustainably lower prices.
AMD had to delay the 9070/XT launch partly because they couldn't get the retailers to support the lower price pts until the retailers were compensated for their help in selling RX 7000 cards at a discount.

I don't know what retailers managed to do with all those leftover $1200 4080. I'm guessing they were sold in bulk to PC building companies.
