Regarding the driver issues, the four remaining ones that need to be fixed by NVIDIA can be resolved in the future.

Interestingly enough my 1080 with semi recent drivers had a strange issue where my monitor everyone once in a blue moon would flicker with static for a second. And everytime I'd turn on my pc and go into windows when it first loaded in my monitor would go black for a second before coming back. Never happened again since I switched to Radeon.

Driver-related bugs are being addressed with every new update, and it's not "glazing Jensen" to claim NVIDIA designs GPUs that are superior to AMD's.
When deciding between a 5070Ti or a 9070XT, people say the 9070XT needs to be significantly cheaper to justify its purchase over the 5070Ti.

The safety margin issue is only applicable to 5090 & 4090 owners, that's why some higher-end 9070XT uses these 12V-2x6 connectors.
Only a very small set of retards managed to melt these connectors on a 4080.

Why would you think there's no impact? More fans blowing directly into a cooler is obviously better. It even makes it more likely you can reach fan stop temps since the case fans will be doing the work, and of course its easier to replace case fans when they get old.

It is actually something to consider when it comes to reviews. They will tend to use stock fan configs. In some designs like fishtanks with a wide open case bottom it can be a significant difference if it includes bottom fans or not.

if I could go back, I wouldn't have purchased a 4k monitor. you use upscaling even on windows just to make shit legible from a reasonable sitting distance. you don't notice any of the detail when gaming and it has a significant performance hit. you use upscaling at all gaming resolutions because it provides minimal visual differences while improving fps, and fps is what you notice when gaming.
I don't know if I would buy a 1440p 240hz or a 1080p 240hz+, or just kept using my 1080p 144hz.

I already have my 10 year build that may only need a GPU upgrade more than halfway through its lifespan, I'm pretty sure the 9800x3d will last that long in theory (unless it dies physically and no one knows yet), but I still like to open PC part picker and put together mishmashes of parts. One to maximize cost along brand lines, one to minimize cost, one to be an ITX for my mam and pops even if a mini PC might be better, one to be an ITX in a fancy (dumb) shaped case...

You're being upsold the highest end processor because you're picking a class 90 GPU and mentioned doing some productivity work, though the choice of 40 series is odd unless you have your eye on a used item. If buying new go for 50 series no contest. Still realistically if you want to just be able to work on small Unreal projects without crashing, you can do with a lot less hardware for less money, especially since this is your first desktop. Lenovo laptop with a RTX 4070 with i7 13700hx. 32 gb of RAM.
I didn't know anything at the time but the 8gb of vram was pretty not good I think. It can run most things just fine though. heats up like a furnace sometimes.

Bro I'm gonna be honest, I see it through the glass, if your PSU comes with the kind of cable where wires are an exposed rainbow just before they go into the connector, you should probably avoid that kind of PSU.
It's not a 100% written in stone rule, but it's a good rule of thumb. There's a ton of shit you can cheap out on while building a PC, PSU is definitely not it.
The logic is simple. If the manufacturer isn't even willing to provide quality with the cheapest, easiest to see part - the wire, what are the chances they won't cut corners and get the cheapo shit on pricier internals that you can't easily inspect?
