The problem isn't him swearing, the problem is the WAY he swears - mainly, using the same swear word over and over - "fuck". That's quite literally it.
For some reason, "edgy" writers around the same age bracket as Shankar really love abusing the word "fuck" to an embarrassing degree, instead of using it with precision. This is the problem.

If you're looking at those quotes Boco posted, there's a whole variety of words - "piss", "son of a bitch", "holy shit", "I'm gonna [...] shit down your neck". And don't even get me started on how much he says "damn" and "hell" all throughout the game. In fact if you ctrl-f the duke nukem wikiquotes page you don't really get "fuck" until Forever and even then it's really not nearly as common as the other words.
