They were. Sony kicked it off in 2018, Microsoft revealed their hand in 2020 (and arguably were doing it even before Sony), and while Steam was a slow slide, they started getting notably bad around late 2021 and 2022. Nintendo lasted until late 2023, Mugen Souls Z being the last notable anime ecchi game that released globally including all the "problematic" elements that typically get censored. Then pic related happened and it was all downhill from there.

That was in 2022, the same year that Seven Pirates also released globally uncensored. Then they changed their policies in 2023 and now not even B/C-rated Neptunia can get through.

Nintendo started in 2023. Half a decade at best. He might have been able to get 7Even out and a couple spinoffs before Nintendo shut him down. And he probably figured it wasn't worth running to another platform just to get screwed over again down the line. Being nomadic isn't easy. Developers like him are likely going to need hard reassurance that they won't get screwed over like this again before they'll ever commit to something like Senran Kagura again.
