Silver's entire character is driven by themes and sentimentality over all else. If you read any profiles or articles about him by Sonic Team you can see a bunch of flowery language and focus on the sentiment behind his character over what his actual character is. It's okay to have themes but Sonic Team has their heads up their ass with Silver and don't put thought into anything else with him.
