The issue is that the 2x damage you get via headshots don't mean shit when damage values that the headshots are modifying are low and the fact that Meltas can stunlock Majoris on every shot, Plasmas can stunlock and double their damage via charged bolts, and the Flamethrower being infinitely better at blob clearing due to 10 pierce (compared to the highest that Tactical's Bolters has access to being 4) and DOT stacking with direct damage. What's really telling is that Saber thinks 1 extra pierce on Bolters is strong enough that it should be on the last row of perks that Tactical can unlock
