The problem with chucky is that he has antisynergy with nearly everything
Basic attacks are pointless because you usually want to down with the m2. Genkick perks and hex perks cant be run because like slinger you dont have mobility.
Anti-heal perks are bad in general atm because they are percentage based which gets weaker the better healing is.
Stealth perks are bad because he has several audio queues and a fake footstep that acts as a lullaby.
You cant have chase auras for mindgame advantage half the time because chucky simply cannot mindgame when out of power due to the footfall mechanic.
Vault builds dont work with dash scamper.
You cant proxy, snowball or endgame due to power cooldowns.

So all you are left with is brutal strength (because scamper is only for god tiles), anti-altruism perks, two gen slowdown or exhaustion every match.

Go play your Hillbilly (just like you guys are IRL) that has lowest skill floor in the game (i dont know the difference between the terms because im an ESL who studied english in a mud hut with table made out of cocoa peel).

It's kind of redundant since keys can track hatches now. I would say you could give it a new effect that ties into Bill's sacrifice but I'm not really sure what it could be? Maybe some kind of endgame version of shoulder the burden, unhook someone to give them massive protection bonuses at the cost of a hook state. If you're on death hook it kills you automatically and gives the same bonuses to the rest of your team or something.

Killer's should get a Dramaturgy equivalent that rolls the dice for 4 outcomes, 2 of which are good, 1 is useless, 1 actually benefits survivors. Rough example. Let's say the perk simply activates every minute on it's own.
Good Outcome 1: Breaking speed (walls, pallets, gens) and vaulting speed is twice as fast until the next roll.
Good Outcome 2: Cannot be caused to drop carried survivors by any means (no pallet stuns, no blind saves) and the wiggle meter for carried survivors cannot fill until the next roll.
Nothing Outcome: Every crow on the map is disturbed at once.
Bad Outcome: The killer is hindered by 10% for 10 seconds.

I recently bought Sadako. I rarely play killer and haven't really taken a proper stab at it in years. Last time I tried killer it was mainly Doctor or Legion I played and it was more frustrating than anything.
Teleporting around or suddenly popping up when manifesting is pretty fun and negates a lot of things I found annoying about killer but I don't really know what I'm doing and it's difficult to get a grasp on things when I wildly yo-yo between easily getting a 4K or getting t-bagged, flashlighted and stunned to death by a dream team.
Is there any good advice for playing killer in general or Sadako in particular in the current meta as such? Her own perks seem somewhat effective when up against what I'm assuming is somewhat balanced MMR but I'm not sure about killer perks in general aside from that and I don't want to use things like NOED or BBQ at least not until I'm competent enough not to need them.
She's fun to play even when I'm being bullied to death by a 4 man gank squad surprisingly and I want to get better.

Killer wins through momentum, generally speaking. Every time you down someone and hook them, you're reducing the amount of survivors available to work on gens. Every hooked survivor needs someone to unhook them, then probably heal them up, you'll be chasing someone else, etc. If you're able to get a down before the first gen pops, it'll be easier to get another down before the second gen pops, etc etc.

To do this, you need time in one of two ways - you need either just more time to begin with, so you can go out and win chases without ten gens popping, or you need to be good at chases to begin with so that they take less time to complete. Optimizing for the first approach means running lots of slowdown and regression perks, and optimizing for the second means getting gud at chase and/or running lots of chase perks. Naturally one takes less effort.

The problem with the second approach is that over the past couple of years, for the majority of killers, the balance has swung massively in favor of the survivors in terms of chases. Unless you have a power that helps you win chases, you are basically screwed if you're chasemaxxing and playing against survivors who know what they're doing and don't make a ton of mistakes for you to capitalize on. Sadako, as I'm sure you know, does not have a power that helps you in chase.

So pick your poison.

The thing with Legion is that he is truly very easy to counter and leave effectively powerless - just spread out and don't heal - but the problem is that in solo queue, survivors won't spread out, and waste endless amounts of time healing each other. So if you're in a solo game, and nobody else is spreading out and keep healing each other, but you're confident in yourself, you can carry the game against a Legion with some luck. Just stand there at pallets and drop them as you get hit to guarantee knocking Legion out of his power. With his power gone and nobody else to chase, he will probably continue chasing you - and he literally has no power, and won't activate frenzy again as you're already in deep wounds. If you can now have him chase you for longer than he should have allowed, 2 or even 3 gens may suddenly pop in seconds of each other before he thinks better of it and leaves you.

My fourth perk is a wild card, because I find the top three give me everything I need. Often I use Deja Vu because it helps create a three gen and I'm never clueless about gen locations. Recently I've been using Clean Break as a renewable syptic agent can be very useful and efficient, I just wish it healed faster.

Kindred to be always ware of the killer and other survivors, botany to effortlessly make all healing quicker, deja vu to avoid a 3gen despite my teammate's best efforts, and lightweight to prerun every time I hear the killer coming closer to make my scratch marks very faint or gone once he actually checks the gen.
I also bring the worst flashlight with no addons. I have no idea how to flashlight save so I drop it at the start, I just bring it to hopefully make the killer switch a perk to lightborn.

I don't have steam cloud sync enabled on anything. In fact often I turn on steam, only play dead by daylight, and then it off. But whenever I try to turn off steam, it always holds me hostage for about 20 seconds finishing steam cloud sync anyway. I have it disabled just overall, let alone for each game. why is tunneling/camping bad but teamwork isn't? with the pallet and map updates, being tunneled out is literally an issue of poor looping ability and poor teamwork. If I tried tunneling a good survivor with good teammates all generators would have been done by the 3rd hook.
