You can no longer do anything in Xion other than buy items in shops. That includes the message board, you can't complete those quests or talk to most of the quest givers.

You can still travel to the other regions and get all the cans and outfits NOT in Xion.

I get that I just don't think you can play as Raven if Eve is there going about her way trying to take down MS. She has to be out of the picture or you play as both and switch between them.
