It would be the CS3 team which makes them even less qualified, look what they've turned FF14 into and when given their chance to make a mainline ff game with FF16 it was an action game, single character, no party system, barely an FF game.
I completely agree with you though, current Square Enix don't have the talent to remake ff9 and shouldn't touch it. Without the Gooch then I don't want to hear about it.
