Because Riot is fucking stupid AND Nu-Riot tried to push Soraka as a "Seer," not a heal, in all the Nu-lore shorts and that one novel they had made. Officially, Soraka doesn't heal anyone but uses her Steven Universe Powers to see a possible future where your champ doesn't fucking die. BUT also, at the same time, she's STILL holding up on The Mountain, training people on how to heal because Riot's writers are fucking HACKS.
So Doctor Soraka and LifeGuard Soraka wouldn't be on their lists of skins because those skins don't fit their view of Soraka.
