becouse Konami told Team Silent to put as much combat footage in the trailer as possible to please the taste of western players. it's also why SH3 and SH4 had way more combat. Konami thought that's what people in the west liked. it's pretty sad but also really funny because the final version of SH2 has a lot less combat than that E3 trailer indicated. most fights in SH2 can be easily skipped.

Team Silent fought against Konami's retarded mentality as much as they could. unfortunately blooper team had the same (or even worse) retarded mentality as Konami and thought that what SH2 needed was 1000000000000000000000% more combat
