It was supposed to be an "infinite" game that kept getting Campaign content for years to expand the story.
The "campaign" that exists in Infinite is almost like a prologue. A season zero. It was supposed to lay the groundwork for the REAL story that would start afterwards involving Atriox and the Endless. Along the way they would probably sprinkle in all kinds of filler stuff. So for example because the Endless cab control time, they could have brought back the OG covenant, Didact, Flood, etc.

Along side this, multiplayer was going to have its own ongoing storyline involving the Spartan IVs and Arguarya or whatever her name is. This story actually DID get a little off the ground but quickly stopped being updated like 3 seasons in.
It's up in the air whether the actual multiplayer content we have gotten post-launch was supposed to be paced at the rate it has been. Some people are adamant that we are getting stuff that was done a while ago and they are slowly dealing it out thinly across various monthly battlepasses.

imo Infinite's multiplayer is actually in a good state now, but the project as it was envisioned was obviously a colossal failure.
In the end, 343i ended up doing what they have always done: wrapping up the story off-screen in a book, and rebooting with a new project, new staff, and new multi-year plan.

The only worthwhile aspect is the multiplayer. Anyone telling you the campaign is the highlight... I have no clue what campaign that person played because it's not Infinite. The worst most conveluted narrative in the series, extremely bland open world that clearly feels unfinished, and some of the worst asset reuse in the series. There are multiple levels that reuse the same hallways and rooms over and over again. I don't mean within their own level, I mean actually from previous levels. What really makes the game so dull is how you traverse. You have this grapple ability that does feel satisfying to use, but very early on you can upgrade it to a point where it quite literally breaks the game. It is faster to traverse the map with the grapple than it is with a vehicle. Think about that. Yes it can be satisfying to roll into an enemy base with 5 marines, but that's never the most effective way to take down a base so you're basically going out of your way to do it. Yes it's better than 5's Campaign, but 5's Campaign is like a 6th child a couple in their late 30s had that ended up having down syndrome so that's nothing impressive. I'll probably get some pushback on this but if I had to play through Infinite or 4 again anytime in the next year, I'd probably choose 4, because at least I can get it over with faster.
Infinite's multiplayer actually does play quite well regardless of what you might read around here. Some modes are better than others. Extra modes are a mixed bag with firefight feeling half baked but Forge being truly incredible. The core multiplayer is actually pretty damn Halo/10 even if I don't personally love the weapon sandbox. Still, this blows away Reach and the other 343 games in how it plays. The problem is I still can't reccomend it because the community is super depleted, and SBMM doesn't help, so you're likely to just get your shit pushed in over and over.

tl;dr Infinite is such a mess that even the good shit is a pain to experience.
