Blaques are holy totems in the baizuo's modern religion. It's like how kings used to kill people who hunted the royal deer in the royal forest except now the underlords kill people who try to stop urban youths from victimizing them - they may be wild animals and thus less 'capable' than you, but they're also given higher status than you by the sovereign, and allowed to roam free through your holds on pain of consequences for anyone that tries to deal shortly with them, whatever they may get up to.
