Sephiroth serves his purpose as being this disgusting culmination of heavily-marketed corporatism and the military-industrial complex. There's inklings of tragedy to his story, but ultimately you're supposedly to be disgusted that the world the game takes place in could allow for such a horrific, repulsive, unstable being to come into existence and then give him all the power he needs to destroy them.
