Traditionally, most Magic sets only used a handful of keyword mechanics, and WotC didn't want to overpromise "OH SHIT Surveil is in this set? HYPE, can't wait to see eleven other Surveil cards!" and have it be a one card cameo.

Since then they have realized most enfranchised players don't think that way, and have allowed cameos as needed per set.

Grievous Wound has no reason to be a curse flavorwise btw
