Japan is a monoethnic culture. We say Japan is for the Japanese because it is an insular society, they do not want outsiders on a mass scale as they have strict cultural customs and lack of adherence to them creates social friction.

Because the person you're talking to probably believes in ethnonationalism. They would also likely be against Japanese of any major scale living in America, they simply are not concentrating on them as a demographic because they tend to be affluent, well-educated, and law-abiding.
