Looks to me like the lost tourist dollars should be negligable compared to the tariffs. Tariffs should be a huge boost to the government funds. But apparently the lack of tourist money and side effects (downsizing hotel staff, airlines shutting down US travel etc.) are so severe that they almost cut the tariff gains in half.

How does Trump fix this? Any plans?
