In Season, I think he was at his best with how much effort he put into studying how to rehabilitate Teio in time for her races. Hell, the scene where Teio watches from outside his office and sees all the energy drinks he pounded through and all of the medical books he scoured through was probably one of his best moments that showed his dedication.
Basically every character got sidelined for Kitasan in Season 3, but he still made a veritable contribution since he was the one that set up her whole Summer Power Training program and recruited Bourbon and Rice Shower to help her.
