I don't think so. When they powered up to Goku, he wasn't impressed by their strength, and even after two weeks of so of training in the Hyperbolic Time Chamber, it seems Piccolo was stronger than them (Since Buu was with Piccolo's clothes once the Gotenks' time limit ended, when it could very easily have been Trunks').
They're definitely very strong, but I don't think they're even on Cell Games Goku's level. Unless Piccolo managed to catch up to that level... They might be stronger than Cell Games Vegeta, but even that I'm not sure, since they were only measured to 18 and Piccolo...
In DBS' manga they do seem to be crazy strong though, since they were defending themselves against 7 Cell Jrs, and that's nuts, but I can't think of anything they did in Buu saga that puts them on that level.
