Why did people like Edward Stark and Bobby Baratone allow Walter Frey to remain in power? He seemed like a cunt that everybody hated, including his family and his subjects, and (at least in the show) there's no real implication that he has any allies. Just a tiny castle with a bridge. Literally who is protecting this nigga?
