Sony and Nintendo's policies are broad and arbitrary and could likely cover most methods they could think of to deliver the fanservice. Clothing damage? Shot down. Touching/rubbing minigames? Shot down. Sexy swimsuits? Shot down. Even simple romance may be hard to implement if Nintendo's censorship of Kanon was any indication. Sony went as far as to stretch their policies to include promotional or supplementary material as shown with their censorship of Tsukihime R's artbook included in the CE. And every time their attempts to innovate the fanservice get caught by the censors, that's money down the drain to either implement the demanded changes or at worst the entire release gets banned with no appeals.
