Not exactly true. Mao Zedong advocated for conserving their manpower and just doing guerilla raids on the Japanese (mainly to disrupt logistics, steal weapons and supplies and stockpile them) instead of fighting openly, but at the time he wasn't the sole decision maker of the Chinese communists.
The Hundred Regiments Campaign against the Japanese cut off a major railway and caused them great damage, done behind Mao's back by Peng Dehuai, but the subsequent Japanese counterattacks and reprisals on villages exhausted the Red Army and they wouldn't go on major attacks again for years.
