Youre going to have a hard time finding one cut to drape over armor over there. The DM fit is gigantic for a given size as that photo shows which lets you drape it easily if you actually want that.
If you are shooting for between ECWCS and Cold WX youre going to be at a really weird level of insulation thats going to immediately cook you when moving while being just enough when static. Buddy stitched a necktie on an oversized ECWCS to let it breathe better for the sort of draped role, but even then you might be shooting for a goldilocks zone.

Idk man in >>63900189 thats a lot of gear on hand. Im not saying copy my rig because your probably not running beltfeds but really you dont have grenades or rockets to carry either so you should be able to get double digits worth of mags in there easy with space for water and other needs.

Belt kit is for shooting things (mags, grenades, link, etc) or things that directly enable you to shoot said things (water, snivel gear, thermals, nods, etc).
Your blouse should have all of your admin/pocket lint (compass, notepad, headlamp, etc) and your sustainment (jetboil, basha, spare socks,etc) goes in your bergen.
