>ルールに従う (correct)
>ルールを従う (incorrect)
This has reminded me that an assistant language teacher (native English speaker) corrected me when I mistook "listen to the music" for "listen the music" when I was in school.
I thought "listen the music" was grammatically correct since the act of listening to the music is 音楽を聞く, not 音楽に聞く in Japanese.
But back then I was too young and too dumb to understand why I have to put the "to" in between "listen" and "the music."
