The black population has actually stayed relatively stable as percent of population since the civil war, in the 12-16% range, and definitely better than the 20% in 1776. The white numbers are mainly being eaten up by hispanics. If the hispanic numbers were kept under control, that many black people would be manageable and we could look for ways to reduce it more like increasing white birthrates or Lincoln's plan of encouraging them to move to the Caribbean or Africa.
