No, that's really fucking stupid. Its the winrate balancing, balancing around winrates makes literally no sense in this game.
There's too many factors like the eomm, mmr, elo, lobby balancing, throwers/Int'rs that throw this concept off of itself. They should be balancing around banrates because lets admit it, the vast majority of bans are going towards characters that are overpowered, the system was obviously designed for teams to ban counter picks but its being used for the exact opposite of that.
