This would put Base Buu Bejita above Piccolo (who himself is above SS1 Cell Bejita at minimum), which isn't really supported with his Majin Scaling (being that only when Bejita becomes Majin is he stronger than Cell Gohan Full Power).
SS1 Trunks is able to hurt SS1 Bejita whilst he's on guard. Trunks isn't super extremely far behind. Master Super Saiyans loldiff the Grade 2 Super Saiyan characters so I think Trunks is beyond that by some bit.
I probably messed something up. This arc has very obscure and hard to grasp scaling but I think I got it. To answer the original question, I don't think a hypothetical SS2 Cell Arc Vegetto is touching any of the Buus past the initial Fat Buu. He is probably above SS1 Gotenks.
BTW we are exclusively talking manga. In the Anime Goku is above SPC in base or whatever. Scaling is vibe based in the Anime
