I don't believe members of the military are entirely capable of reintroducing themselves into society. That's not to diminish them in any way, it's simply to mark that because you have to so deeply change a way of thinking and operating, from a civilian to military. I don't think they are capable of reverting back to civilian life. As a result, they merely breed contempt in themselves for the civilians of the nation that they swore to protect, because they are so far estranged from them, that they see their countrymen as foreign.

To be fair, SEELE was doing their best to escape the cycle of death and rebirth and they achieved it in the original TV ending. End of Eva is the neutral ending where the angels reset the world again with Shinji and Asuka as Adam and Eve. The rebuild is the bad ending where it's basically just life as we know it.
