It is possible Beerus was wrong in his assumption about Goku's base power, but Beerus having that line at all can indicate Goku hasn't gotten that strong yet, which isn't far fetched, if post-Buu Goku is as strong in base as when he used 20x Kaioken, he still wouldn't be stronger than Freeza.
