Most people will probably opt into Warmode a) because they wanna pvp and b) you actually get exp through player kills and a bunch of other stuff and exclusive pvp quests to go frag people. Not to mention World Boss spawns will force enable pvp in a zone so both sides have to fight each other for the right to kill the boss.
